Possible failure of the power sections in the HT side. When the set is powered on the processor side is working and hence you get the led to show up blinking. this indicates that the main power +B is not activated or is not getting so due to an error which has communicated to the microprocessor.
It will be good if you are equipped to look into the circuit or else I would not adivse you to go into so as to tamper the circuit.
using a good multimetter check the voltage, remove plug and check the continuity of the power side on the +B section. Disconnecting the suspected sections must allow the power to come up.
Unless the circuit is traced along the fault cannot be fully found out.
Use good soldering technique if there are DRY SOLDERING JOINTS in the sections that can also cause such issues. Check all drivers, power ICs and capacitors.
The advice/tip given is with the belief that you are competent. You must attempt to do it yourself only if you are technically/logically able, especially when dealing with delicate devices, damaging while trying to open, Probing electrical/electronic circuits with high voltage or delicate components. Since the advice given by me is with the inputs provided and not based on a visual inspection, there can be further reviews required in some cases.
