Unfortunately, Rolex automatics, like all mechanical watches, must be serviced every 3-5 years. This is because the oils in the movement dry and congeal on the bottom of the wheels (gears) and dust and debris in combination work like sandpaper to cause wear on the parts.
Think of it like a fine automobile, one would never neglect the oil change in their new Mercedes because the engine could be damaged. In this case it is the movement that can have excessive wear. Also, the mainspring at this point may need to be replaced, which is the power source of your movement. Hi , I am sorry to say that a rolex requires servicing on a regular basis . Every 3 - 5 years would be advised . If you consider that your watch is a delicate machine that may be working 24 hours a day for years then its not unreasonable that it needs servicing. Over time the fine oils dry and degrade , they need replacing , and parts can become damaged . As to cost , this is a skilled job . To service a rolex in the correct way requires not only skill ,but the correct tooling and equipment . Also the materials used must be genuine rolex , this is costly . Your accredited service centre will then provide a 2 year guarantee . All in all the price of $600.00 reflects the labour of a skilled man and his investment in gaining rolex status . There will be cheaper alternatives but beware as they will probably not be rolex trained and wont be using original materials .

This is the hint regardless of Rolex. Look at the second hand and watch the motion! Does it sweep or tick? If it ticks it is battery operated watch knockoff.
Rolex is a self winding watch thus the second hand sweeps does not click each second.

Its not unheard of depending on the age of the watch (you say you purchased it 16 months ago but it could be a 15 year old watch.) If it was a new Rolex watch you have a 5 year warranty, so it should cost you nothing. If it was a pre-owned Rolex you should have received a warranty from your jeweler, most of those are 2 years. If this is a watch with value, and one you will either hand down or at some point resell then sending an older watch to Rolex is the proper direction - save all the repair documents, with the original receipt and the box. A Rolex Explorer II in good condition in US is about $5k, so $380 for a repair, though high, is worth it. I would recommend that if you do send it to Rolex for this repair and it is an older watch have it serviced too. The watch is returned to you in perfect condition with fill documentation.
Lastly, you need not to send it to Rolex at all. Any good watchmaker/repair jeweler can do this for less than $380US.

The watch needs to be serviced. The seals have gone bad. Do it quick or it can corrode. A good repair shop can do this work, try a yelp search in your area.
