Where is fuse on peavey kb1 located?
Not sure about the KB-1, but many newer Peavey amps
( A Vyper for example)
have the fuse soldered to the circuit board.
If you're going to go through the effort of soldering, I'd suggest buying, and soldering in, a rear panel accessible fuse holder, so you only need to do it once.

I have a Peavey KB60. I want to install casters on the bottom. How do I open up the bottom of the amp to get access to install these?
What kind of casters are you installing? There are two types, ones that have a shaft sticking up from the base and ones that only have the flat base with four screw holes - I recommend using the flat base ones. There is no real easy way to open up the bottom of the cabinet as it is glued and then covered with the tolex or similar material. If you have the ones with a shaft I recommend getting the other type. The shaft has a socket you have to install in the bottom which makes them removable. There is no reason to remove the casters so get the ones that are screw mounted.

Do do 115 Peavey amplifier have a fuse that can be blown
Yes..these amps due have fuses.
Check to make sure the fuse is good, it should be close to the power cord in the back under a small, black, screw on type knob.
You should also check the power on/of switch and power cord for issues.
