Check for the reset pin hole on your tablet. Get a paper clip and push it 'gently' in the hole and hold it for thirty seconds. This resets the tablet.
Youdon't want to push hard as there is just a tiny button in there that can get dislodged.

It could be either the charger, the cord or the tablet. Do you have another charger to test with?

You could go to a phone repair store, but perhaps to repair it, will cost more than a new one. So before you hand it over for a repair, ask what it will cost.

First you must know what format your tablet can play. Not all MP4 formats are the same. Perhaps you even have to install a video player app. Then you have to convert all content to the format your tablet can play, and then you can copy it to the tablet, using a cable, or an SD card. (if your tablet has a slot for that)

1. Power the Tablet off.
2. Press and hold the Volume Down button of the device, then press and hold the Power button.
3. Continue to hold both buttons until a bootloader screen appears.
4. Wait for the prompt that says to "Press <VOL_UP>" then press the Volume Up button to start the process.
5. Navigate to Erase content.

All info on tablet will be deleted but not the info in the SD card
The tablet will complete the hard reset process and reboot into a factory default state.

I assume you ant to connect your tablet to the internet. To do so, yu need a hotspot, or a router with internet access. That could be in a public place (starbucks) or at home. But when you want to connect at home, you have to create your own hotspot to the net. Try to contact a provider, to find out how you can connect to the net. Cable DSL, or even with 3G or 4G.
