Tells me card is locked and I don't know how is

try to remove the memory card and see if it has a read and write protect switch. If it is locked, switch it to unlock. If it doesn't work, try to format the memory card, if everything else fails you would need a new memory storage device then.

My Dimage X31 Camera does not turn on even with new batteries.

Make sure that you have them installed the correct way +/- and also check that the old batteries didn't leak and cause corrosion on the battery connection tabs.

Why can't I see lcd screen properly in the sun

When I can not see LCD screen when sun shines on it I use viewfinder , I think it tells you in the user Instruction manual if sun is so bright you can not see LCD use viewfinder .

How do I clear pictures off the memory card?

The best way to remove all pictures from the memory card is to format it. This wipes all data from the card and prepares it for further use.Without knowing the model of your K-M camera I can't give you the exact procedure for formatting the card, but there should be a command somewhere in the menu system, probably under "Setup".

I have a damaged LCD

Consider the following: Minolta closed their camera division in 2004, and sold the operation to Sony. That's also why the later Minolta lenses are compatible with Sony DSLRs (Minolta AF mount).
However, this meant that Minolta cameras were also automatically rendered obsolete, with no new spares being manufactured / supplied. (I know, I still own some Minolta cameras and have been down this road)
Now, I'm sure you can see how slim the chances are of getting any spares for the camera in question, especially a humble Point and Shoot.

It's time to aquire something newer (imho).
