It should be taken to an authorized repair centre for a repair estimate. Very few digital cameras have any user-serviceable parts.

I have what seems like a very easy thing to fix,
You can quite often find parts or broken camera on Ebay for parts. Only you know what your level of technical expertise is to repair. This is not a hard repair. What you have to ask is the age of the camera worth the cost.
Is a replacement battery compartment available, if so where from?
If any of the liquid got inside the camera it has probably damaged the circuit board. replacing the battery compartment will not help. if you are very good with electronics you can dismantle the camera and try to clean it and look for damage. but its a very intricate job.
Dimage Z3 lens does not retract
Check your batteries. Are they working? Try taking them out and replacing them. If you left the camera on when you put it away and the batteries drained, you won't be able to retract the lense until fresh batteries are inserted and the camera is powered up again.
Dimagez3 Battery Options
Hey bray598,
According to the manufacturer this camera comes with AA alkaline batteries so unless you bought defective batteries the ones you purchased should work fine. I would make sure the batteries are inserted properly, and make sure when you turn it on the battery cover and/or the memory card cover are closed. I hope this helps.
Sincerely,
Allan
