The following alert appears, "Unable to use card. Format?".
The following conditions are presumed:
- File system of the card was changed by formatting with PC.
- The card was formatted with other memory card device.
Basically we recommend the users to format by using the camera. (All the data in the memory card will be erased.) As the memory card may have defects in itself, please try other memory card, if you have other memory cards.
Camera won't format media

First thing to try is cleaning the electrical contacts on the card, gently with a soft dry cotton cloth.
Check page 138 of the manual for instructions to reset to factory default settings - also worth trying.
Have you tried formatting the card on a PC instead of the camera?
What type of card are you using? The camera is compatible directly with CF cards and Microdrives, and with an adaptor can use SD and MMC cards. Possible problems are generally different for each type of card.
That said, if the card will not format on a pc, then unless it is somehow password protected or write protected (depends on card type), the fault must lie with the card. Only way to be absolutely sure is to try a new card in the camera, if that also doesn't format then there is a more serious problem.
From what you have described so far, it sounds as if you have a CF card, and it is faulty - these cards do have a tendency to do this.
Please post back with some more details so I can be more certain.

Camera won't format flash card
Ok. Don't mark me down for this answer because it seems you are at the end of the rope.
This is what I got off the Konica support site.
Question- How long does it take to reset date after the batteries are removed?
A rechargable battery cell is built in the DiMAGE A200 for date/time backup.
However, in case the camera is left for a long period of time, the camera is not able to keep the date/time setting if the dedicated battery has been removed before storage. If the date and time was reset, it is necessary to set them again.
An internal battery is charged from the camera battery, and fully charged for approx. 30 hours.
An internal battery protects the settings for approx. 240 hours (approx. 10 days) if it is fully charged.
NewMediaMan- So, you'd have to leave the camera without the battery, for a long time to reset it.

My solution(s)
Step 1. You could try taking the camera into a Best Buy or someplace like that and ask if they have a spare card you could try in your camera. Perhaps they have a demo camera that they could swap out the card. It wouldn't hurt to try that first.
Step 2. If possbile, leave the camera without the battery for about 2 weeks to see if it will reset the internal components. It's a free fix.
Step 3. Purchase a new CF card and see what it does.

How fast is the time lag for shutter release?
Approximately 0.06 sec. (From when the shutter-release button is pressed down to when the exposure starts.)

The captured images cannot be played back.
Check the followings:
1. When there are several folders inside DCIM folder in the card, the images can be played back by the unit of folder. Select All folders in the View folder or select desired folder in the Mark folder under the playback menu.
2. When the folder organization and the folder name are changed, the images may not be played back by the camera. Change the folder organization and the folder name back to the initial setting and try again.
3. The image files edited or rotated on PC may not be played back. In this case it is impossible to play back the images by the camera.
What is the Direct Manual Focus (DMF)?
With DMF function selected, focus can be manually adjusted after it has been once confirmed using camera's AF system. It is useful for Macro photography and Portrait photography. DMF cannot be used in continuous AF mode.
What autofocus modes does the DiMAGE A200 employ?
AF single or AF continuous can be selected. In AF single mode, focus is calculated and set when the shutter-release button is pressed partway down. This mode is mainly useful for a stationary subject. In AF continuous mode, camera continues to focus on a moving subject even when the shutter-release button is pressed partway down. It is convenient to capture the moving subject. Full Time AF that continues focusing without pressing the shutter-release button can be used in both AF modes.
What is the distance at Macro mode?
In wide-angle macro mode, the minimum focus range is as close as 30cm from CCD (21cm from the lens front.) At this point, the magnification is 0.03x (equivalent to 0.12x in 35mm format).(Focal length is 7.2mm. At maximum magnification 283mm x 213mm of the subject can be captured.) In telephoto macro mode, the minimum focus range is 25cm from CCD (13 cm from the lens front) and the magnification is 0.18x (equivalent to 0.7x in 35mm format). (Focal length is 42.7mm to 50.8mm. At maximum magnification 52mm x 39mm of the subject can be captured.)
