I have a Minolta 5600HS flash that I have used for

It could be a simple connection that is loose and just need to be put back into position, or it could be a controller circuit that is bad and needs to be replaced. This is not a user repairable problem. It should be sent in for repair.

How do i replace the hot shoe mount on a sony a200

You take it to a repair center. This is not a toaster. Its a precision instrument. A modern camera is not user serviceable. Contact Sony on their website to find out where to send it. If you are in the USA then its Precision Camera Repair. Look them up on the internet.
Again, do not attempt this yourself.
One reason is the built in flash. The charging capacitor for the flash retains its power after the camera has been shut down, and can give you one heck of a shock or fry a circuit board that falls down where it doesn't belong.

I have a Minolta 5600Hs flash. It's worked great

I would not recommend you fix it yourself since several of the inside componentes are high voltage and dangerous. But, why wont the flash turn on? if the batteries are good, could it be the battery contacts on the battery door and inside the flash? If the batteries have ever corroded (even a little) then that would be the problem. Use a pencil eraser to shine up the contacts until they are bright and shiney clean. Do not use sand paper or anthing vabbrasive as that will cause the contacts to corrod more and the problem will be worse.

I have a damaged LCD

Consider the following: Minolta closed their camera division in 2004, and sold the operation to Sony. That's also why the later Minolta lenses are compatible with Sony DSLRs (Minolta AF mount).
However, this meant that Minolta cameras were also automatically rendered obsolete, with no new spares being manufactured / supplied. (I know, I still own some Minolta cameras and have been down this road)
Now, I'm sure you can see how slim the chances are of getting any spares for the camera in question, especially a humble Point and Shoot.

It's time to aquire something newer (imho).

Screen says Card Locked..

Check your memory cards. If you are using SD cards, there is a small slide-lock on the side of card. Move the slide away from the LOCK icon, re-insert the card in the camera, being careful not to cause the slide to move again, and you should be able to use the card normally.
