How old? If it is the old system that looks like a spiral ramp, very carefully. I knot one end, feed it into the hole at the top and then feed it around without taking apart the starter. The spring is a pain to work with.

is fuel tank clean of water and carbs etc clean ?

what 2stroke oil you using and mix ratio ? Quicksilver outboard oil is best and 50:1 mix ! send a picture of your carbs , side views and intake with airbox cover off !

remove it and soak in tub of diesl

tell me exactly what your tryin to set up , are you fittin the engine and controls etc or just settin up the engine to run ?

Your head gasket is blown or motor has seized due too overheating or lack of oil

No spark on any? My guess would be a power pack it is common for that motor check to make sure the tether is on

most 2 stroke motors will not burn all the oil in the mix and that unburned oil coats the exhaust leg and leaks out the thru hub exhaust and parting line of the lower to the housing. so keep some windex handy and clean it up.
