That is indeed the case, fuel is not getting to or through the carburetor. Check the fuel line, including the filter in the tank. Then check the carburetor, clean it if necessary, replace the diaphram in the carburetor. The diaphram is also the fuel pump of the carburetor. Be very careful with the small parts including the little spring in the lower end.

I'd start with the spark plug then go from there. you can also use a good quality fuel injector cleaner in your gas to help keep all your small engine carbs clean. If the problem persists there is a fuel filter inside the gas tank that plugs onto the end of the fuel pick up line that could be clogged.
