Lisa, Wow! changing that belt is a chore. It's really hard to analize what's going on but are you sure you replaced all the idler springs? Cuz that can cause a loose belt where you won't be able to move. Just a thought..was a MTD Rep for 27 years retired 15 years ago. they have a nut under a cap in the middle of the rim and some have a cotter pin remove the pin take the nut off be sure tire is off the ground trhe pull on the wheel you may have to use a rubber mallet for help to remove it.

sounds like the transmission is bad

there is a short somewhere in the wireing you just have to back probe.
