lucky goldstar some re solderings activity special on some supression coils in the backlight inverter/power supply and a little capacity roling not always but maybe but its not an easy problem sometimes connecting fcc sheets trouble , sometimes wet cleaning of the screen made problem on contact sheets on the screen that will give some different troubles. search some hobby technical people who can repair it , but repair or patch up the problem are 2 different things in case of this kind of problems on LG flat panel screens
make sure your tv aerial plugged in back of tv and your tv is on the dtv setting before trying to retune it. the sky box is usually on the scart or hdmi setting. hope this helps

It will be best to replace the power supply regulator board as card basis rather than making "Surgery" to it; which usually will make loss for both money and time. I can only assume you mean that the power light is flashing, not that there is a flashing light showing on the display panel.
The speed and number of flashes you get is the troubleshooting code to tell what's wrong with the set. More info is needed.
