Gas leak from bottom of carburator. backfier
If mower has been put up for winter and old gas left in gas tank it will drain to carburetor and the float will stick. This will let the gas flow out the float bowl. Remove float bowl and use carburetor cleaner to clean the valves and move the float up and down when it you get it clean the gas should flow float down and turn off when pushed up.

When engauging to drive sometimes it's slow . Now
If the engine is running normally, most likely the transmission is shot and you will have to replace it. You can find them used on ebay, craigslist, and mower junkyards. Be advised you have a used one in there now! You may want to shop around for a rebuilt exchange. If the engine does not seem to be running well, and if it is a B&S V2, then I would check for bent valve push rods under the little valve covers next to the spark plugs.
Common for these to bend, knocking out one cylinder. Have to be replaced, and the rockers then adjusted by someone who knows what they are doing.
My engine slows down or stalls when pto is engaged
This sounds like a blockage, at least partial, of the fuel line or a weak fuel pump. Depending on how old the mower actually is. This means, in most cases, a simple rebuild of the carburator and possible change of the fuel line. This happens over time if you are storing the mower without Fuel stabilizer during the winter. the rebuild kits for the carburetor are pretty cheap and as long as you soak the parts in cleaner, you can get a 1 gallon can with a strainer from Auto Zone, over night you should be able to do the rebuild your self. Just remember to count the number of turns to unscrew the flow rate control screw when you disassemble the carburetor.
