If it doesn't move at all; I would check the drive belt first, then the belt idler pulleys. Just make sure that no one has put the hydro units in bypass mode so they could move the mower without the engine running without your knowledge..

check plug on the pto itself.located under the mower near the rear end. contacts probably have dried dirt and mud. if that don't work, tap it with a hammer,it may be just stuck.Thats what I did and it been working ever since. Hope this helps someone.Let me know.

bad pto clutch shorting out

i would take them off and clean off the old grease and apply fresh grease on all moving parts including the the wheel caster section

look for a diagram on routing of belt on the mower deck

each lever has its own safety switch one of them has failed jumper each one to test them
