The regulator knob is broke.

You can't buy the regulator knob as a seperate part, you have to buy the entire manifold; Porter Cable part number N003001. Shop around on parts sites as these cost around $70 plus any shipping and handling. Depending on how often you have to change the regulated pressure output it may not be worth replacing.

Will not build pressure past

You have either damaged reed valves or piston ring. Both of which are common problems with this type of compressor. To diagnose: Remove the motor cover, then the four screws holding the cylinder head on. The valve plate is under the head and all eight reeds, five intake and three output, must be in very good condition to work properly. You'll need the valve plate, part number N017592, and head gasket, part number Z-D24819, if there are any damaged reed valves. If they're OK, check the piston ring. Remove the screw holding the piston on the flywheel and pull the con-rod out of the cylinder. The ring around the piston must be in perfect condition to build pressure. The connecting rod kit, part number KK-4964, is the only way to get the piston seal ring.

The compressor runs but doesn't build up pressure,

If your relief valve is working properly the next two usual failures on this compressor are the piston seal or the valve plate. Remove the cylinder head and check the valve plate. If even one of the reed valves is chipped, bent or otherwise compromised, the compressor won't build pressure. The replacement part for the valve plate is part number NO17592 and should be available at or can be ordered at most Dewalt/Porter Cable repair centers. Next check the seal on top of the piston. If it's compromised, same effect. Unfortunately you can't buy just the seal, you have to buy the connecting rod kit, part number KK-4964.

Just unpaced this air compressor from the box.

You definitely have a bad unit. Pressure should begin to show on the gage within just a few seconds.

I have a C2150 4 gal compressor from Porter cable

Try to use a higher amperage extension cord.
This unit is rated for 15 amps. It should be able to run on a 20 amp circuit unless there is voltage drop due to small wiring. Try an air conditioner extension and let us know the result.

Air compressor only builds to 40psi, motor stops

Sound like the valves are going out of the compressor, Have you put a jumper wire to bypass the pressure control to see if it will still pump. Don't use a light jumper wire because you could burn it up. I would put a amp meter on the jumper wire to check the amp draw and check it with the factory rating.
