The thing to understand is that this is not a primer, it is a purge and there is a big difference, a primer pushes fuel into the carb, a purge pulls fuel from the carb and dumps back to the tank, so when the bulb is pressed in, fuel in the bulb is pushed back to the tank, when the bulb comes our fuel is sucked from the carb, if the bulb stays in either the filter in the tank is blocked, or the fuel hose is trapped, or the filter in the carb is blocked, or somebody has fitted the pipes on the carb round the wrong way.

There could be a number of issues to cause this, the most basic is the condition of the belt from the engine to the gearbox pulley, check the tension of the belt, if you can easily deflect the belt in and out it may have stretched or the engagement pulley and spring are not putting enough tension on the belt either way a new belt will probably be required

There is a small gear mechanism under the spool which is usually plastic. If it get damaged the line will either not release or release too much. Unfortunately I cannot find a picture to include.

Most of these flywheel keys are cast into the flywheel. There is no removing the key.
