Can you use 12/2 romex for low volage lighting
Technically, NO.
Using Romex cable inside a buried conduit is NOT ACCEPTABLE as a buried conduit is considered a damp location due to the potential for water condensation inside the conduit and Romex is not rated for wet or damp locations.
To meet code requirement for conductors inside a conduit you'll need to meet 3 major requirements
1. All conductor insulation must be rated to the highest voltage of any circuit inside the conduit.
2. A buried conduit is a damp location.
3. Conduit capacity restrictions.

Try setting DUAL BRIGHT to OFF.
Be sure daylight sensor is clear.
Try putting unit into test mode and it should be full ON or full OFF. If not, then likely unit is bad.

Easiest Way to Replace a 3-Way Switch
If you're simply swapping an old 3-way switch for a new one, use this simple trick to get the wiring right: Before disconnecting any wires on the old switch, find the wire attached to the common screw terminal and label it with a piece of tape. Then, you can disconnect all three wires from the switch, as well as the ground wire. Because the other two wires (the travelers) are interchangeable, it doesn't matter which of the traveler screws you attach them to-there's no need to label them.

GFCI or RCD tripping is either moisture has entered the motor body or there is a wiring fault.
Neither of which would I consider a warranty issue especially noting the age.
