cut a small piece of rubber the size of the inside of the cap. buy some fuel proof glue and glue one side down inside the cap (clean the cap very well first and make sure it is dry). this is not a perfect solution, but will allow the tank to breath withouth spilling much gas.

If the carb is flooding it will fill the cylinder with fuel, this will cause a hydralic lock, making it near impossible to crank the engine, remove the spark pluf, turn the ignition off, crank the engine, if fuel pours out of the plug hole then it is well flooded, you will need to get a pressure test on the carb to check the needle is not leaking, this will be the quickest way to check the carb.

I recently had a bout of "sticky" gas in my tiller. It hadn't been used for 6 mo. I got it running on quick start (Ether), but it quit after a half hour and wouldn't start - even with quick start. So the compression had gone flat. Removing he head I found the intake valve suck open - STICKY GAS !!! Get some SeaFoam, or STA-BIL Fuel Stabilizer. Flush out the tank and add fresh gas & 1 oz of the additive. If you have low compression -less than 50 psi - you'll need to remove the head. If a valve is stuck open, drop in a little additive around the valve guide, then gently tap it down with a hammer. Pull the starter cord thru to verify that both valves work free, then replace the head.

If the old lines are still attached, just replace one at a time. If everything is lying in a heap, then you will need to do a little sleuthing. Assuming the worst, begin with the line in the tank back end that holds the fuel filter (if it is old too--replace it). Be sure to use original rubber lines, not plastic. To connect the tank side of the line, you will need long hemostats or pliers to reach the tank fitting and the line must be long enough to allow the filter to be replaced from the opening. On the top side of the fitting, the line goes to the upper connection on the carburetor, but first run it to the primer bulb (which should be in good condition as well). Hook it either port, and attempt pumping fuel from the tank. If the correct port, it will draw fuel from the filter into the primer and expel it out the other port after about 3-6 pumps. If nothing, move the line to the other port and try pumping again. Once you get fuel to pump, then run a line from the open port into the tank for the return line. Remove the fuel line from the other port and attach it to the upper carburetor port. Run another line from the lower carburetor port over to the open primer port. Attempt pumping fuel again, this time pulling it through the carburetor into the primer bulb and expelling it back into the tank. All connections are just push-on and no cement required. Don't use more length than required for any section. Hope this helps!

Open fuel tank, pour out fuel on clean flat area (away from any flames or spark sources) then check the 2 plastic hoses inside. One should have a fuel filter on it's end. The plastic these lines are made seams to disintegrate so, filter may not be attached and lines may be broken off. Replace them.
