Need to take off flywheel
Take loose the nut that holds on the flywheel. Then hold the flywheel with a pair of pliers and lift it off of the workbench, make sure the flywheel nut is even with the top of the crankshaft. As not to damage the crankshaft of the threads. Then lightly strike the nut/crankshaft until the flywheel comes loose. It should only take a couple of taps.
How do you remove flywheel on Stihl TS-350 saw ?
You need to get a 2 or 3 jaw puller to remove it. The 3 is more easy to use if there is a place for all 3 jaws to grab. If you can only can get 2 jaws placed the placement is a little more tricky.

I would inspect the intake side of the piston behind the carburetor. The most common problem with cutoff saws with no water kit is fuel reversion. that is wear on the intake side of the piston that has removed over 10% of the machining marks like this:

Clean it again you missed something or maybe a gasket is on wrong. If you went through all of that it should run fine. Stihl usually rebuilds and runs well. Slow down turbo maybe you got a little ahead of yourself. Good Luck...
What gas to use for
Gasoline cut-off saws are a simple and extremely robust tool that will easily last for many years if treated with respect and maintained regularly .
During normal operation it is absolutely imperative that the correct fuel/oil mix is always used. An incorrect mixture leading to a lack of lubrication is by far the easiest way to ensure an untimely death for your cut-off saw.

I purchased a used Stihl
This was a problem with the original unit. They have since fixed this problem. There is a kit you can get from your Stihl dealer. It is a fuel tank/ air filter kit. You would have to replace the tank housing which is where the air filter bolts up to. You can have the dealer do it, or you can do it yourself. The kit is not cheap, but it will cure your problem. I've used a hacksaw to cut through the old bolts. Then you can change out the tank housing.
Does carb work under crankcase pressure cause
If the unit is leaking fuel out of the carburetor when the unit is not in use then it is usually the needle sticking open. This can be from a piece of grass or other debris getting under the needle and keeping it open. Alternatively it could be a bad diaphragm that is leaning on the needle and keeping it open.
As always it is recommended that you take the unit to a Stihl dealer with a Gold Certified Technician for parts and repairs.
Ts 360 no spark
The problem could be with the kill wire grounding out on the housing or the ignition coil could have gone out. Take out the spark plug and dis connect the kill wires off of the coil.
NOTE: If you do not take out the spark plug to test for a spark then you run the risk of the unit starting up and not being able to shut it off.
With the spark plug out of the engine and the kill wires dis connected. Put the spark plug boot on the spark plug and rest the spark plug on the engine (anywhere there is bare metal from the cylinder is O.K.) pull on the recoil starter and see if there is any spark present.
If there is still NO spark present then you need to replace the coil.
If there IS spark then you need to replace the kill wires with a new set.

Can you get a compression tester to check the compression? With the throttle wide open, the choke OFF, and the decompression valve (if so equipped) NOT engage, pull the engine over 3-5 times or until the gauge quits rising. You would like to see 90psi or more and if it is at 60 or less then it is most likely a scored piston and cylinder or bad rings. If the compression is good you need to check for spark. If it has good spark then it will most likely be fuel related. Often a complete tear down and rebuild of the carb is what is required.
