Check the boot between the carb and the cylinder, it could be an air leak. also check the compression. If the piston rings are damaged then it wont have the compression to pull the fuel through. Could also be a damaged fuel line, or plugged filter.

sounds like your getting air leak around a gasket

The ts400 has 2 adjustment screws. First pop out the rubber gromet to see the screws. The one on the left is the mixture, the one on right is the idle Turn the idle screw in a coup[le turns, this will help the saw run a little fast Now screw the mixture screw in till it bottoms .now back it out 1 and a half turn. Press the decom and pull it thru with the , the choke on a couple times, now pull up onthe decom. Try to start it. when it starts, let it runat a fast speed moving the choke off a click or two when the motor warms up, idle the engine as muchas possible, then adjust the mixture screw in or out torun the best. Squeeze the trigger if engine faulters, it's to lean, back mixture screw out slowly, till it suits you. Reinsert the gromet.

The float valve is stuck open. It's time to rebuild the carburetor.

You might check the air filter to make sure it's clean. Also make sure the kill switch is in the on position.

This might be an ignition problem... Try setting in new fuel if that doesn't work take it to the shop.

Sounds like it is Over heating to fast take to the shop and see if they can find you a part or you can try changing the fuel in it and set it in full throttle for about 5 seconds and do this for a minute.

All these people are missing a basic thing: check the compression. If you did all thus work yourself, you may have reused the head gasket or not installed the new one correctly. It will run with no load, but once force in exerted, the pressure finds the leak and exploits it. There is a reason 2-cycle engines run at 130-160 psi normally.

You did not indicate whether or not you have compression now that you have changed out the gaskets and piston rings. If not, it seems to me that the problem could be a) cracked head or block, b) bad valve(s) or even c) a warped head. Sorry for the bad news (if I am right).

50-1 with Husqvarna two stroke oil, but 25-1 with other two stroke oil as the quaility is unknown, always try to use Husqvarna two stroke oil

Stihl machines have a plastic pawl in the rope pulley, a small r clip retains the pulley and creates some friction on the pawl, as the pulley turns the clip tries to stay still due to the tention this in turn drags the pawl out and into the flywheel drom, so you either do not have enough tention on the r clip, or the small plastic dog has broken.
