Hello make sure the switch that is close to the power jack is on the off position sound like you have VCV on or VOX thats voice activate recording that is only record when is person talking

put in 2 AAA batts and insert a tape, then push record to record, and expirament!

VCVA
set it to VCVA on the left side and push record, will only record when detects noise

FIXED, on the left side switch it to VCVA the push record, it will only record when it detects noise

Just put the switch on the VOX position and used the volume control to set the gain for Voice activation

Hello check the switch for VOX needs to be in the middle position make sure is not on F.Play
If the speed doesn’t change is your main motor

It sounds like the water damage may have caused the down volume button to malfunction. I think you are going to have to run the pertinent software in compatibility mode, probably for XP or Windows 7. You could try running the XP driver on an XP machine if you have one collecting dust. That is, if the driver exists in the links at the old posts below. This recorder has been around from at least 2009. Alternatively, you can try the Olympus chat to inquire if a current driver might work on it. I'm under the impression that installation of any driver for the device is a little tricky at the best of times. Purchase a new one. They are inexpensive and liquid damage is sometimes not repairable.

It could be full. try clearing some space.
