Ws-650s memory error
You may have to reset the recorder by going to the Device Menu and selecting reset settings. The other option is to attached the device to a computer and use file explorer to browse about the used space and free space of the memory of the recorder. If there is no free space, you need to deleted files. You might try transferring some to a folder on the computer if trying to preserve data. That also might free up enough space on the recorder for it to function again.
To reformat my recorder
There is a way to format this device. If you press the menu/folder button a couple of times, you should see a blinking message that says "FORMAT" with a "no" centered above it. If you press the "forward" button, you will change the "no" to a "yes" and you'll have to "play" to change the option to "yes" which will reformat the unit.

Do you plug into your computer? If so, you can erase from there.
Does your recorder have a "format" setting? That will erase entire contents.
My voice recorder won't turn on!!!
We had a similar problem (it wouldn't turn on), and it turned out that we hadn't taken off both layers of clear packaging from the batteries. It now works.
Recording a Phone Conversation
Olympus makes a device that allows you to record telephone conversations without having to hook up anything to the actual telephone. It is called a TP-7. It connects one end to the voice recorder in the mic jack and the other end is an ear bud microphone so that you are able to record the person who you are speaking to on the telephone so that the voice recorder captures both sides of the conversation.

When you get an error like memory error , there are some players who save the file on buffer basis , i.e. they will keep the file recorded as it is till the time the memory error comes, so whatever you want to record after the memory error will not be recorded.
However prevention is better than cure , so what you can do to prevent such errors is to copy the recordings to your computer as soon as you have done recording and move them from the recorder to your computer , so that your data is safe as well as recorder is free of memory which really helps in avoiding such memory errors.
I would recommend that you format the recorder regularly for optimal performance.

I can't turn my olympus
I've got this same problem :( Turns on when I plug it in to the USB, stays on when I disconnect it but if I turn it off I can't turn it back on again. It is showing a "battery low" warning and I tried to charge it via the USB last night, but it seems to stop charging after a while and despite being left for a good time last night, this morning it is the same and I've had another battery low warning.
I've just found the full pdf manual online, and have found (on page 80) a reference to it not always behaving stably when connected via a USB hub. I'm going to try to charge it via a direct port and see if that fixes it.

You may not have a choice but to format the recorder. All the files will be erased from the recorder. Be certain to leave the batteries in place during this process.
Hold the Menu button for 1 second or longer while the recorder is stopped. Press the right arrow until you get to the Sub Menu. Again, hold the Sub Menu for 1 second or longer. Press the arrow and choose Format and select OK. After the "Data All Cleared" message, "Sure ? Start" will turn on. Press the OK button. Formatting begins and "Format Done" will display when complete.
Reconnect to your PC.
