I assume you have the nintendo connected properly -- and it seems like it, now it looks like the tv's channel is out of tune, you need to scan for channels or tune the channel until the picture is normal.
so its your TV thats the issue right now.
Why doesn't it play polish
As long as we are talking about a VCR and not a DVD (see region code on DVD if you are) the only thing that would stop it playing is if the colour system in Poland is not the same as the country of origin of the VCR. If you look in the menu and settings for colour see if you can change them when playing back a polish film.

Why can't I tune in new channels from set top box
Sounds like you are trying to receive the new Over The Air OTA, digital ATSC signals on a VCR that can only receive analog NTSC, which are not sent by any but low-power channels. Did you miss the change over last April, postponed from Feb, and featured on every TV channel when you could have obtained 1 or 2 $40 coupons toward ATSC-to-NTSC converter boxes. Try www.dtv.gov for more info, IIRC.
If you are speaking of cable TV then see your company. These may be digital Quadrature Amplitude Modulation QAM signals that only certain TVs can decode provided they are not encrypted. Locals are never encrypted. This is separate from the ATSC conversion.

Programming Quasar VHQ940 for DTV converter box
I assume you're trying to record from the DTV box. You will have to set the DTV box to play through channel 3 then tell the VCR to record channel 3. So basically the VCR always THINKS it's recording channel 3, but in reality it's recording whatever channel the DTV box is on. You will be unable to used timed recording unless you leave the box on whatever channel it is you're wanting to tape.

I need to find out how to record on theVHQ940. I bought a used VHQ940 without a manual or remote. My son used a universal remote to turn it on to my Magnavox TV, but don't know how to program it to record. I need a manual.
Dont see Video only Audio
The video head may still be dirty even after using the cleaning tape. Take the top cover off. The video head will be the rotating drum about 1.5 inches diameter. Use a lint free cloth- dish towel etc, moistened with rubbing alcohol, and rotate the head a few turns. The actual pickup surfaces are at the bottom of this drum unit- you can see them- there will be at least two.
Anyway, if you look at your cloth, and see some black material, indeed the head was dirty. Let the head dry for several minutes, then do a trial play again. If your picture returns, then good- if not try cleaning a couple more times. Heads do eventually wear out, and other problems can also cause the no video.
HOW TO RECORD CONTIUOUSLY
what do you mean? you can set it to record mon-fri or
weekly. you do that on the timer. if you want to record the whole 6 or 8 hour tape
just press record the tape will go off itself at end of tape some vcrs you can set manual timers by pressing record button
more than once and can set to record up to 6 or 8 hours .
if it don't do that just leave it on record it will fill up tape until end
but will stay on same channel.
timers are unreliable if u make just one mistake it might miss
the show.
VCR Stops on me

This might be due to the tape sensor malfunctioning. You will need a schematic, and multimeter, and a LED power meter to work on this problem. When the tape loads it causes an LED sensor to become blocked and then the sensor tells the control chip that a tape is present and the the controll chip allows the tape to continue playing, if the sensor does not work the signal never gets to the control chips and since other events happend and triggered the control chip the control chip looks at this as an error and the stops the tape , some units even eject the tape.
If you do not have a background in electronics, I would suggest that you take the VCR to a qualified shop and have them repair it.

1977 CRT TV wont turn on
Not sure why anyone would want to repair a non hd TV as the picture quality isn't usable with modern content but if you're doing it because you like restoring something vintage here are some ideas. Some CRT sets use a pulse from the back side of the flyback transformer as a starter voltage supply, it needs this short pulse to start the power supply, it's kind of like starting a gas motor, the starter only runs for a short time then the gas motor takes over, this signal needs to be measured with a scope or a high end meter, this was a common issue with a lot of older CRT sets that use this type of power supply. I'd look at the start up supply as without that the regular supply isn't operatable.

Your EEPROM is bad, if you can find one and have soldering skills and the equipment to remove and replace SMD devices that's the cheap way to fix( $15) if not replace the main board, in your case with the sound issue it may make more sense to replace the main as that should correct that isue as well
