It sounds as though your SMPS is seriously faulty and normally one can buy a kit to correct the problem if you are a TV engineer, however there could also be many other reason for the condition that you describe its almost impossible to guess correctly, it really needs a qualified engineer to assess the problem along with he or she having the set with them.

I don't deal with plasma's all that much, but usually on the right side of the TV is the Y Sustain board. It is possible that you have a short on the board.

Google the make and model of your TV followed by Replacement screen
you will only get it off the internet, no local shop or supplier will have one
If your tv is under warranty get it repaired / replaced
otherwise you can do it yourself

I looked it up and hjave not found any dissparaging comments on this TV yet. I have a 32" and love it. Just type youmodel and brand in the search bar on your computer and look at ratings and comments.

the capacitors seem to have gone bad if they have like a black dot on them it is a sign they have actually blown they can be replaced by placing new ones on but it would be better if the board was replaced (unless you wish to replace those capacitors please please do be careful in doing so they hold enough charge to give you a bad zap even kill if one isnt careful)

In most cases, the main board might have to be replaced. If so, a software [firmware] update too might be necessary.
Before going further; try a hard reset first. If it does not help you, replace the main digital board. There are two methods to reset TVs. The first is simple to do; a Hard Reset. The other is somewhat skilled; is a Factory Reset (System Reset). To make it a hard reset, just unplug the TV from AC mains wall socket, and re-plug it back after 15 minutes or so. If you do this by overnight is better. This procedure will make it a hard reset.
