If the camera was bought new and is less than a year old, return to the store where you bought it and ask about warranty repair, or call the Samsung from the paperwork inside the box.
The camera sounds like it has a stuck lens, either from being dropped or maybe getting sand/dirt into the lens gears and jamming it up. There's not much you are going to be able to do with it, lenses are very delicate and complex. Some may tell you to blow compressed air into it or bang it on the table, you can do these things if you like and don't mind risking further damage to your camera.
So: Less than a year old? Warranty repair. More than a year old? Might have to pay Samsung for repair, I don't see refurbished lenses available for this model and a new lens would be about $125 or more. Hope this helps.

You are seeing grid like lines because the camera is in the multi auto-focus mode.You can select it to Center auto-focus mode by selecting the Focus Area option from the left of the screen and changing it to Center AF.If you need further clarification please have this detailed user manual from the following link. {Refer page number 44}. My camera will not charge
I find it interesting that you say the camera won't charge, rather than saying that the battery won't charge. Are you trying to charge the camera with the USB lead, in the same way that you can charge a phone or mp3 player? This kind of camera doesn't charge that way, I'm afraid. You have to take the battery out, and charge it in the charger supplied with the camera.
Software to upload pics to
The best way to download pictures from your camera to your computer involves removing the memory card from the camera and plugging it into a card reader (either built-in to the computer or connected via USB or FireWire). This is likely to be faster than connecting the camera to the computer, and won't run down your camera's batteries.
Once the card is plugged in, it will appear to your computer as a removable drive. You can use the operating system's drag&drop facility to copy pictures from the card to the computer's hard drive. Or you can use any photo cataloging program.
Since you didn't state what operating system you're running on your computer, I can't recommend any specific programs. You can do a Google search for "photo cataloging software."

What would be the normal or best pixels use I am
It depends on what you want to use the photos for. Just for emailing to friends you do not need more than the 1 M setting. However what if you get a really nice shot that needs cropping or enlarging? 1M would be too small. Why not try 7M on a normal setting and see if that is satisfactory? The 12 M setting gives you a huge photo best for printing. According to this page the normal setting is enough:

Turned on camara lens came
Have you tried changing the batteries with a brand new pair? I had the same problem once and it was because I had one old battery and one newer one.
When i plug my camera
Assuming it is a Windows computer, try looking in "My Computer" for an extra drive (Under "Devices with Removable Storage") and opening that. There should be directories with picture files in them that you can drag to your desktop.
It says card is locked
I am guessing that your memory card is an SD type. These cards have a little switch on the card that can write protect or "lock" it. Take the card out of the camera and check this switch. To unlock it, it should be moved towards the edge of the card which has the electrical contacts.
