There should be a small hole located on the face or on the side of it. Use a paper clip to stick in the hole. You will have to straighten the paper clip first.
If you only have the handset, if I remember, you have to unregister it from the base that was paired with it. If you haven't got that base unit, you are stuck.
The standard reset is to remove the battery for a couple of hours.
Plasma TV sets are impossible to get parts for. The problem that you are describing could be many things but the most likey is failing capacitors in the power supply

You can replace parts but first I would check that your remote volume-down button isn't jammed because this might cause the volume to constantly be low or lower. I would also examine the volume-down button on your tv. Thank you.

Turn on your TV. On your Tune In remote, press TV and release. Press and hold Set until the green light on Tune In blinks once, pauses and then blinks twice. Now release the Set key.
