Your air gap is clogged, the thing sticking up from the sink next to the faucet. there is a hose that goes from the air gap to the dishwasher, somewhere in that system is clogged. You can clear it if you have a quarter inch drain snake.
I had the same problem finding a Water Tower laying in the bottom of the dishwasher. Solution is to simply lift the bottom rack and insert the tower into the center-most square hole. Twist the tower with the large lip on the bottom of the rack and the two plastic pieces will overlap two sides of the square hole. It will come lose again in time, but just reset it again.
if it is tripping the breaker you have a dead short to ground check the water inlet valve on the left side front unplug the 2 wire connector to it and plug it in see if it stays on if you you found your short if not let me know.. but i will need the model # off the unit to get the wiring diagram

If it is doing when it is washing, then it likely to be a problem with the pump, but it might just be 'hunting' because the filters are partially blocked. There is the filter that you can see easily, but there is a fine filter underneath that blocks with fine grey lint.
