Try cleaning your dishwasher using a dishwasher cleaner. this will clean out the build up. There is one that i recommend and it is called Dishwasher Magic.
You can prevent this from occurring in the future by, installing a Water softener in you home. this will heel the build up.
The clean light blinking is due to a fault in heating the water, it could be several other things than the heat element. few possibilities......DEAD-need new one, not connected properly or needs new circuit inside dishwasher. Have you been able to test the power source? Is there power coming from the outlethard-wire? if si is it the full 120v? Dishwashers require a designated line with a 20amp breaker. Without adequate amp thru the breaker to the line it may not operate to it's fullest or turn on.
If it is doing when it is washing, then it likely to be a problem with the pump, but it might just be 'hunting' because the filters are partially blocked. There is the filter that you can see easily, but there is a fine filter underneath that blocks with fine grey lint.
Water left in the bottom can be caused by that because the drain pump is past the filter and is on a timer.
