It must be the ram or bios problem.

I cant figure out a solution exactly as you have already tried things people have told you previously. but as far as i know dell should solve your problem for free instead of telling you to fix it. did you try contacting them and are you in your warrenty period?

go to mfg websight and down load all th proper drivers there is likely a mother board driver not installed that allows it to see the ports
install all of the manufacturer's drivers
dont expect that microsoft wrote windows just for your computer it is a general set of generic drivers that make most things work but not every thing

well give yourself admin rights.
Boot in safe mode go in as admin reset your account that gives you admin right back out reboot try again

using touchpad or external mouse..I would check into updating the drivers for the mouse
