Try doing a "silent" installation.

In the command box type the drive letter for your CD Rom Drive, followed by a colon (example, D:) then press enter
Type tiinteractive.exe /quiet then press enter
Wait 5 minutes then close the command box
TI interactive should be now installed

Its seems that your downloading destination drive might be full or being having limited permissions. Just use any type of downloading management tools like download accelaration plus its link is : http://www.brothersoft.com/d.php?soft_id=71682&url=http%3A%2F%2Fdownload.speedbit.com%2Fdap94_bros.exe
and set the default downloading folder into another drive.
If the temp file is also full then empty that also which intrepts the downloads. For doing this just press win key + r then write in that following commands :

prefetch
and delete all file for doing this press ctrl + A and then shift + del

it appear because of a defective hard disk drive or a defective operating system or maybe a defective IDE cable the one who connects the hard disk drive through the main board. try to replace a new IDE cable. then if it still have the problem try to reformat the hard disk drive with a new operating system(windows xp etc..)if still the problem occurs try to replace the hard disk drive.. may this one helps you
