The foot pedal needs disassembly and cleaning. Inside there is a wire track that varies the voltage to the electric motor. They get dirty, but yours is also sticking.

Do you have computers at work? You must have friends with a Desktop computer? Give them the disc and a USB memory stick. That is the long way around the problem, but you can download it online from the Singer Website :>D
There is two distinct parts, the treadle part you operate with your feet and the sewing machine itself. They are joined by the belt. Both parts need lubrication with light machine oil. Remove the belt and lubricate the treadle, then test it runs smoothly. Then clean and lubricate the sewing machine making sure that runs smoothly using the handwheel. Then put the belt back on.
I'm not able to find a reference to a feed dog switch for your machine.

Could possibly be accomplished using a special plate? The instructions do refer to a darning foot, so the machine should be able to deactivate the feed dogs.
Sounds like there might be some thread stuck in the bobbin shuttle area. Refer to the users manual for your machine to see how to disassemble the bobbin shuttle and race to check for thread. It would be a good idea to put a drop or two of sewing machine oil on it while you have it apart.
If your Singer model 600e's bobbin case is stuck, try the following steps to remove it:

Do you mean a Singer Futura Quartet SEQS-6000? If so, the sewing machine can't communicate with the Chrome OS. The drivers and software on the CD are only compatible with Windows. The initial software package was compatible with Windows XP, Vista, 7 and 8. There is a software update available for Windows 10.

To remove the case of a Singer 5532 sewing machine to access areas that need oiling, follow these steps:

Turn the machine over and remove the four screws on the bottom of the machine.

Your sewing machine tension is incorrect. Tension is a delicate tug of war between the upper thread and the bobbin tension to place the knot loop in the centre of the two pieces of cloth.
