Help! Tension Problems
Looping on the top means there is no tension on bottom. The bobbin thread generally rotates counter clockwise. The thread must get under the tension spring. The spring must be adjusted equal to the top tension. This you will have to play with to tighten or loosen as needed. When you sew in a zigzag you might want to loosen the top tension slightly. On a regular basis remove the bobbin case and clean with a qtip. On the race put one drop of sewing machine oil. Clean the bobbin case and replace.
Hand wheel is binding - seems to be a problem with the plastic gears inside, but I don't see that there are any warn spots on them or on any belts. Any suggestions?
First, take a look at page 68 in your user's manual. If you don't have it, you can download it free at the Singer Sewing machine site. You can (and periodically should) remove the face plate over the thread path for cleaning and oiling. There are probably threads wrapped around a part there, and in addition, you can take a flashlight and look to see if there might be threads underneath the bobbin winder preventing the machine from moving.
More rarely (but possible) there may be threads wrapped around the gear underneath the bobbin basket (holds the bobbin case), so you ,may need to remove the base to access that part, but it's generally not a difficult process.
While you are there, it's probably time to use a little sewing machine oil and lubricate the parts, as per your user's manual.
No pressure on the foot to hold material tight

It's one of those things that might be cheaper to fix at the shop than try to order parts for and do yourself. Especially if combined with a standard cleaning/oiling/adjustment (=tuneup).
Hand wheel won't spin?
Something is binding up inside. Clean and check under the presser foot and bobbin area. Really examine under there... look for threads wrapped around and in between moving parts. Also check in the slot for the take up lever... sometimes threads get balled up inside there can cause problems. could also be a bent upper arm inside the machine (lets hope not) Get professional help if cleaning doesn't free it up.

Sorry, the only one I saw is the one on singerco.com costs $15 for the hard copy manual. But, it is a good investment because it will be invaluable for all of your questions.
