first you must make sure the winder shaft is turning by moving it to the right a little and see if you can turn it by hand.
If it is turning ok then there is a rubber ring on the other end of the winder shaft and it should come in contact with the drive which turnes it ,if it is worn it might need a new rubber.

Check to make sure that your needle is all the way up in the needle clamp, and the flat part of the needle is towards the back of the machine, if your bobbin loads in the front, either vertically or horizontally. If the top thread is still not catching the bobbin thread, your timing is off and needs to be adjusted. ANY sewing machine technician can do that for you; it does not have to be a Singer technician. If you cannot find one, or they don't work on Singer machines, I understand Sears will repair any model of sewing machine. I don't work for them, and they don't know me, by the way.

it possible that there is something wrong with the hook or hook race or even the sewing machine could be out of time,, it would be a good idea to have the machine checked..

Have an engineer reset the timings.

Try a new needle, remember needle flat side faces the rear of the machine and double check your threading.

you might check to see if the needle is in backwards
or the needle might be bent-roll on flat surface to see if it rolls correctly
