The last 2 digits of your code give the year it was made so 2203 it means its made in 2003

My best guess would be the seat switch. That’s usually what causes both conditions to shut down the engine.

if not level or not proper adjusted it will or pulley -bearing or tensioner problem -bent blades

With the lawnmower not running engage the blades, now you can use your hand to check the amount of tension as no parts should be moving so you won't have to take a trip to the er after doing so

Try cycling the safety switches. 1. Turn key to RUN position (1 position CCW from START) 2. Park Brake OFF/ON 3. PTO ON/OFF 4. Steering ARMs IN/OUT 5. Rise from operator seat and drop firmly into seat 6. Attempt start If still doesn't run then likely the "START" relay.
