I'll start by saying your post indicates it is a GE washer and thank you for posting the complete model number. This helps insure I can speak directly about possible remedies instead of generalizing.
The model you are inquiring about doesn't have any real "filter" to speak of, but instead simply dispenses any lint down the drain.
To address the foul odors I agree the cleaning procedure will improve or possibly remedy the issue, however be sure to use the hottest water possible and insure the drain hose isn't pushed too far or taped over the standpipe since that can lead to foul sewer like odors as well.

I would gently suggest as a first step (and sorry, no promises!) that you clean the drain motor lint tray/filter. So many 'faults' are caused by blocked filters and many machines will not even go to spin or release the door lock if there is any water still left inside.
Here are my complete guidance notes for checking both the drain motorfilter and the drain motor ;-0)

If you are unsure where the filter is, it is often behind the front lower (kick) panel (or in some machines at the rear in an awkward position!) and most are held in by a round cover/knob. Sometimes the filter will not come out with the cover and you will have to persuade it to come out to play!
REMOVE POWER AND ENSURE YOU HAVE A WATER RECEPTACLE/RAGS TO SOAK UP THE WATER WHICH IS BOUND TO POUR OUT! It's surprising what people have found in theirs! It is always worthwhile checking it on a regular basis.
Now- whilst the filter is removed it is normally possible to see the drain motor and ensure it is not jammed by a foreign object such as a needle or a toothpick. It should be able to be turned by hand/finger- the power IS OFF!
At this point it is also possible to test if the motor works. No clothes or water in the machine, select a spin cycle and put the power back on. You should be able to see the motor turning at some point, possibly straight away. If it doesn't work then the motor is malfunctioning!

The agitate is a slow speed on a two speed motor. That said, there are several things which can cause this. I have seen a bad connection on a motor plug do this. This can often be seen as a dark spot on the semi- clear connectors.
Also a missing point on the timer (They can burn shut and pull off the contact). One way to test the timer is to see if the washer will agitate on other cycle settings.
Third would be the motor itself. I haven't seen a partial failure ever.
One last thought, If you have a two piece agitator, the "Dog Agits" may be bad, If you can grab the upper portion of the agitator and it turns freely back an forth, then they have worn out. They are about 4 dollars. Take off the top plug/softener cap and there is a bolt (usually 7/16th) that unscrews. Loosen this bolt counter clockwise and remove upper assembly, The center part containing the agits can be removed and should be very obvious as to their reassembly. Hope this helps.
Could be a number of items. From the agitator, belts, drive clutch. Contact www.repairclinic.com and use their diagnosis charts to determine a cause / repair.
Unplug machine, then use a putty knife to push the two retaining clips in, located in the seam between the front panel and the washer's top, about 2 or 3 inches in from each side, while you gently pull the front panel forward. Now, take the hoses off the pump (be ready to catch some water with towels or buckets, depending on how much water is left in the tub) and remove pump. Clean out any obstruction in the pump, like rubber backing from a rug, filling from a pillow, a nail or screw from a pocket, etc. Re-assemble pump and hoses, connect power and test.
THERE IS A WATER LEVEL CONTROL SENSOR THAT IS NOT WORKING. YOU WILL NEED TO HAVE A SERVICE CALL BY A APPLIANCE REPAIR MAN TO FIX IT. IT WILL NEED TO BE TAKEN APART TO REPLACE THIS. - -SORRY
you may have caught the problem early enough there is a capacitor on the motor to assist the starting of the motor...i would purchase that first if that did not fix the problem then the armature on the motor has failed and the motor is bad and you need a new motor.....

the most common problem with a washing machine not filling is the pressure switch. if you have a multimeter use it to check for any electrical issues. if there is no reading you need to replace your pressure switch
There usually is a filter screen in the water valve .you will have to remove supply water hoses and sometimes they are located in the end of hoses and most of the time they have screens installed inside the water valve. they just pull out. hope this helps good luck to you ...
That sounds to me like a problem with the timer. Is it hard to turn? You can add some zoomspout oil to these timers and twist em aound till they are easy to turn and sometimes fix that problem of the timer hanging up. The timer knob is an interesting design. To install the timer knob you simply push th e knob on and the clip holds it in place. Your motor may need to be re set. unplug the machine for one minute then plug it back in. You now have 12 seconds to lift the lid and close it six times.. it only needs to be open about six inches.. this re sets the motor. if that does not work check the belt by inserting a putty knife approximatly six inches from either side to release the clips while pulling forward on the front panel to remove it. look underneath to see if the belt is in place or broken.
