Oven will not turn off. Turns on, on its own

Try resetting the electronics. If that does not resolve it then you will have to get a board.

Why is my oven burning baked goods on the outside but still raw on the inside, when baking at the correct temperature setting?

Sounds like you need to set your thermostat as its not reading properly. Ours has a little screw on the side of the thermostat and I use an oven thermometer to make sure the heat is right. Ours was twenty five degrees out.

F1 error means there is a problem with the key panel and the key panel needs to be replaced. That kind of explains why you got the error when it was not in use.

Should we repair heat element, or buy a new oven?

It sounds like your element is electric. When food drips on that element it can cause a heat spot on the insulation around the electric element and eventually burns through. You can easily replace that element for about $50 - $60. It requires about three hand tools and 15 minutes to remove old one and install a new one. You should be in business for another 14 years if you clean any drippings on the element itself.

Broken outer door glass

Hi, I don't know where you live, I live in France and here you can simply go to a DIY store and they will cut you a piece of tempered glass to size. Not cheap but may be cheaper than going to the manufactures. I have replaced my woodburner fire glass and that gets alot hotter than your oven outer glass. Hope that is useful Steve
