Where did you get the handset from. If this is from Vodafone then you will need to spek to them.If the handset is not you might need a handset unlocking code.

I have a vodafone phone and i had a security pin
Hi,the best and only way to get the unlock code for your sagem phone,is to contact your service provider(vodafone) and request for the unlock code,which will be given to you for free.
However,they might be asking some funny questions,just tell them you are travelling to a country where vodafone does not exist like Ghana.

How to fix network on vodafone 785?
In order to do that:
1. Go to Settings
2. Choose the option More Networks in the Connection settings.
3. Then tap on Mobile Networks
4. Find the Network mode.
5. Change the Network from 3G to 2G.
A much cheaper solution is to by a 3G/GMS antenna. It is usually quite small and you can put it anywhere in the room. Remember that the higher the antenna is located, the better the signal is. If you need an antenna for a bigger building we would recommend hiring a company which specializes in that field.
How to unlock vodafone ce 1588
You would have to contact an unlocking company or the carrier directly for the unlocking code. Also, browse over to Swappa and check if the phone is blacklisted or blocked on just the carrier's network. Some get blocked on ALL major networks and can only be used outside of the US.
