It takes several minutes for the igniter to light the GE cooktop burners.
Mike, do the flames look to be normal size once they do light or are they very small? You may have a bad regulator. The regulator is used to lower the incoming pressure to a safe level to prevent excessive flame size. It sounds as though the regulator is not working properly. However, if the flames are small or uneven levels, check the orifices directly below the caps or on the burner valves for any obstruction such as spillage or cleaner residues. You can replace the regulator with any brand that has a 1/2" in/out pipe thread. Most are available at a large hardware store.

Usually, any burner makes the same system "click". I'd try to light the one that does work, leave it clicking then turn on the one that doesn't click. This should be just a tempory fix. The switch that turns on the "click" is bad, possibly dirty or the wire to the clicker is bad.
