What is my operating psi suppose to be on my low side?

On an R134a system the low side should be down around 0-2 PSI when the freezer is down close to zero. Running slightly in a vacuum is ok at zero degrees.

Compressor doesn't start when fridge is plugged in

The board or the cold control thermostat depending on model is bad. If it has a board, that Board most likely also controls defrost which may be why your coils are feeezing if Board is bad.

Ice maker works. water briefly flows then jackhammer noise and water dribbles. filter changed last month. tried by pass but still noisy. inlet tubes shake. possibly water control valve?

Yes , it sounds like the inlet valve needs replaced. It is located in the compressor area at the bottom back of the refrigerator.

No water at door

I have a 3 year old GE GSL25 refrigerator with the water/ice dispenser on the freezer door. Even when setting the freezer at 2 and turning the fridge's lower drawer to the warmer "cheese" setting, the water dispenser line would freeze every few weeks. If you have this problem, first verify that the water filter (back of the fridge) is not clogged and that water flows from the water line at the bottom left corner of the freezer door (disconnect and press water delivery dispenser-see owners manual).
I used the hair dryer recommendation to unfreeze the line by heating the flat area of the freezer door directly behind the water dispenser area (~10 min did it). The trick to keep it from freezing up again involved buying a cheap foam sleeping bag mattress (~1/3 inch or 1 cm thick) made of a polyurethane foam (pretty dense). I cut it to match the flat area of the freezer door behind the water dispenser and taped it to the door with packing tape. For the past 3 weeks (even with freezer at #4 setting), my water is flowing freely. Personally, I think this solves a product defect with insufficient insulation in the freezer door near the dispenser water line.

Water is not dispensing

Generic possibilities: 1) clogged filter - replace if needed, 2) defective switch, 4) defective water solenoid valve (if you used to hear a clicking from the rear of the fridge when dispensing water - it could be a bad switch OR solenoid) or crushed / kinked water supply line (but if you have an auto ice maker that works - that's not the problem).

How do you turn on the ice maker

I think ice makers have a power button either a toggle switch or when you look at the top of the ice cube maker you will see a stainless bracket about the size of a pencil lead and as long as the ice cube maker. If the bracket is up then the ice maker is off. It should be down touching or almost touching the cube maker. Another problem could be that you have no water flow to the maker. Line may be frozen. If you find the toggle or push the stainless arm bracket down you should hear the water pump Buzz or hum. Try turning it from off to on but wait about 2 or 3 mins between switching. I hope my info was relevant to your problem. Make sure your water pump is working it's located on the back bottom where the water line goes in

Why does my refrigerator leak water on the floor and then the freezer will not freeze again until i unplug the refrig for about 20mins.

Your Freezer is frosted up you will need to remove all items from the fridge and freezer then you will to need to unplug the unit and remove the panel from the rear of the freezer compartment. You will likely see frost on the back wall even before you remove the panel. Once the panel is removed you will need to use a hairdryer to defrost the coils on the back wall. Place plenty of rags or towels in the bottom of the freezer to absorb the water from the melting frost You will need to know how to use a multimeter to do the next steps. Find the heater or heaters on the back wall of the freezer and check for open circuit using your ohmmeter. Sometimes you will be able to see the heater that is burned out . On GE models the heater will be mounted on a bracket or brackets on the rear wall of the freezer if two heaters are used replace them both if one is bad Also check the defrost thermostat for continuity and replace if open but be aware that the thermostat has to be cold to have continuity since it turns off the heaters when the temperature gets warm enough in the freezer. Most of the times the heater burns out causing your problem.Replace defective parts and reassemble. This should cure your problem.

Look for a wiring diagram somewhere... could be glued to the back of the unit. Hopefully if you have one it will show the wires color coded and where they should be attached.. Hint: next time take an I-phone photo before you disassemble.... hint..hint .. do this on everything you attempt to repair.
