How close should the temp control hold the temp

Generally the oven temperature will fluctuate as much as 30 degrees above or below the set temperature. The longer the oven is on, the less the temperature fluctuates. If you measure the highest and lowest temperatures readings with a thermometer after the oven has been preheated at least 20 minutes, you should come up with an average temperature somewhere within about 10 degrees of the set temperature. You can calibrate most ovens up to 35 degrees higher or lower if it is off. Any more than that requires replacing parts. Over the Range Light Stopped Working

It is a good chance that the bulb (s) have burned out. I would think they would last longer than that but things are not as good as they used to be. Unplug the microwave before removing the bulbs. Especially if they are the screw in type. GE usually has two bulbs in there and they could be the halogen type that just plug in or the screw in type.

GE Range JSP68 shuts off while preheating

I have an aging JSP68. First, take out the range control (held in by just a couple of screws, disect it, clean it the best you can, dry it. Be careful not to break it because there is no replacement. Pay special attention to the membrane buttons. They tend to stick. Realize the broiler element turns on sporadically to reach the set temp quickly, the bake element should be solid on. Check the "header" (the long double strip of pins) connecting the range control. I had to resolder mine. Another insult was that I baked a bread recipe that required you put water in the oven to generate steam. The steam made this oven literally go bonkers. The relays started to chatter and just a half minute of this will destroy them. Also when you press bake keep it pressed for a few seconds while adjusting the temp to 170 then release. If you don't hear the bake relay click on, try again. Another thing you could try is to press all of the buttons once, this should help to unstick them if any are stuck.

Temp shows 400 but oven is at 300

Is it continues to heat up then its working fine...if it continues to heat pass 400 then your have a thermostat problem and the oven is out of control. I do believe that the display is not an actual reading of the oven temperature, instead it is a reading of where the operator has set the temperature to . I have yet to see an oven with a actual reading temperature display.

Oven door latch will not release so that I can open the door

Try jiggling the door by the handle. Jiggle it hard, both sideways, in/out and up/down. The little piece in there that releases the door may just be stuck, and didn't move quite far enough to let the door open. These things happen.
