Paint
.
Either one should be fine, but usually appliance paint is high-temperature paint.
The main thing is to be sure the surface is squeaky clean & dry before painting. If the surface is rough, I'd sand it smooth first.

Ge spacemakerxl microwave jvm1650 vent is not drawing air
It is possible, you have removed and checked the filters, still the intake is low even without the protective filters. The system will need to be taken apart to find the opstruction, or as you said a hole in the venting mechanism.
Time set problem
The keypad is faulty or the control board is not functioning properly, price should be checked first before considering repair.
Smelled like something was burning and stopped
March 2012 - GE does not support customers
I have GE microwave with a failed Magnetron. It is emitting large
sparks. Upon removing the magnetron I found that the sparks left
residue where they are leaking from the cylindrical shaped piece on the
end of the Magnetron.
The Magnetron is under warranty.
BUT
GE WILL NOT HONOR THEIR WARRANTY AND SEND A MAGNETRON.
GE HAS SENT OUT HUNDREDS OF MAGNETRONS TO CUSTOMERS - SEARCH ONLINE TO SEE THIS IS TRUE.
I called GE PARTS, GE support and GE consumer relations department.
They changed their policy two weeks ago and require a service technician
to replace the part.
THE COST IS $220 FOR THE REPAIR TECHNICIAN.
Since I already removed the part the service technician would have to
put in 3 screws and plug in the cable...FOR $220...I PAID $229 FOR THE
MICROWAVE NEW!!!!
DO NOT BUY GE.
DO NOT BUY GENERAL ELECTRIC.
GE DOES NOT SUPPORT IT'S WARRANTIES UNLESS YOU ARE WILLING TO PAY THE SAME AMOUNT THAT YOU PAID FOR THE PRODUCT!!
Further research:
GE Microwaves can spontaneously turn on and start a fire - see Consumer Reports web page here:

Night light isn't dim
The problem is in the keypad control board, in order to address this, the assembly will need to be replaced, but since this is a dimming situation I would leave well enough alone when you consider price as the factor.
GE JVM1650BB005
You can search under Repair Parts and enter your full model number JVM1650BB005 and get an exploded view diagram here: http://www.geappliances.com/shop/prts/
That diagram can be a great help.
Also, I've attached below a door panel diagram from a Sharp model. Your GE disassembly may work the same way.
If you haven't already taken the door off the microwave, I would recommend you don't unless you leave the hinge assembly attached to the door and remove the door from the hinges.
It's critical to be sure you get (or keep) the door and hinged aligned exactly as they were to prevent leakage.
How to remove the outter door frame on the GE Microwave
You need to use the entire correct model number at their site, but you can find a helpful exploded view PDF diagram by searching for "Repair Part" at the GE parts site:
http://www.geappliances.com/shop/prts/
Normally you can separate the door panels without removing the door. I've included a diagram from a Sharp model that might help.
If you do have to remove the door, you have to be sure you reinstall it exactly where and how it was, or you may get microwave leakage.
You should definititely mark the locations of all the hardware before disassembly.
