it's broken and like most things broken (even Telescope Hubble) it needs to be repair using new parts. or sent to a shop. called PC repair shop. parts are not easy to find but seen on ebay if you look used. most G70s are dead now so lots of spare old parts sold for it. even cheap , LCD panel hinges. etc.

check with external usb keyboard - if that dont solve the issue reset or restore with fresh copy of windows. if all above don't work - make bios to reset in worst nothing works than its hardware issue

does it run on battery alone does it run on ac power pack alone both work , one does , ? try a new battery, no battery ever lasted this long so ill bet battery is END OF LIFE. there are 100 G70s models. which one is yours.? service tag info? my guess the battery is 8 years old or more. and toast.

no operating system even stated. Xp/vista/w7/w9/w10/ linux ,what.... must we guess? is your internet connection working? it must or PNP will be near brain DEAD ,do that first. ok guess w10. why not see if OTHER USB works first barrow a real mouse not that battery dead wireless wonder mouse? get a real mouse make sure that works then put in a new battery in your wireless mouse RTM it tells you how USB tests, all so obvious. use real desktop key board , that work or USB memory stick , add file to it, see other files you have there>? only clues here is USB dead, 2 months old.(means new? or new to you?) next, in w10 go to CP then go to device manager be ONLINE see yell or red error there that driver stack? bingo bad driver reload any that are bad. end story google how to reload a windows 10 driver, be like 10,000,0000 hits.

try hooking an external monitor up to it, if you get display, then it's probably your Lcd display having problems and needs to be replaced, sometimes it could be the power inverter or back light in the display.

Hold down Fn+F2 key.

you pulled your lcd cable and sounds like its arching on a conection remove lcd inspect cable reinsulate with a tape electrical should be fine but suggest checking conection on both lcd and board its a easy fix

First check in device manager about USB controller status if its not yellow mark then or not present check in the bios about hardware is disabled or not present at last if anything not works you have to replace your usb controller if its onboard then get additional from market and fix in the PCI socket

You need to check hard disk in bios its detecting or not also check boot options

i would advise a different os than vista but you can put the old hard drive back in run it in safe mode and by a cheap external hard drive case and transfer the files for the operating system to the new hard drive and then switch the drives back out

I would go to the hp site (www.hp.com) and go to the support option.
They give you a place to put your computer model and then click on downloads.
You should be able to download the software that you lost.

And did you try to reinstall windows while original hard drive was still in the laptop
did you press the F11 key as soon as you pressed the power on key

If this is what is within the laptop then if is possible that
1. the web-cam is defective- failure of the hardware

2. The drivers of the web cam is faulty and so you need to reinstall them if a restoration will not reset.

3. the Operating software is faulty

4. Fault in the mother board,failure of the link to the web cam mounted on the lid.
