Cant get it to show a picture

Could be how you have it connected and what input you have your TV on. Also, if this is a TV that is an extra DirecTv might not allow it viewable. Ok, I have a three TV setup with Dish - One controller box per TV - If this is similar, then this extra TV may not work with out some kind of work around. My living room TV is set for HDMI 1, Xbox is HDMI 2, BlueRay/DVD is HDMI 3 - So make sure your TV's feed from the source is being received. These blinks [flashes] are fault indication (Error Codes). From the number of blinks occur at one time switch ON, you can get an idea about the faulty circuit section inside it. This will make repair easy. These are called blinking codes. Make sure about the exact number of blinking of the standby/power LED, by switching On & OFF the set, for at least two times. Count it carefully. If you wish to get some details, check the site linked here.
