Sounds to me like the digital pixeling that occurs with a weak signal. You have not identified whether this happens on broadcast/antenna TV, cable or satellite service, or a video input such as a DVD. This can be a common problem if you have a weak signal on any of those inputs. In any case, blowing out the dust will not help.
not economical to repair----front screen is called a display panel and rather fragile, cost of the part alone will be more than a new set will cost, sorry but time for a new set.
1. Press "sleep" on remote so that "0mins" is displayed
2. press "video/video status" and "display" simultaneously to display service menu
3. go to "self check" menu. You need to go to "Digital Service" then "Self check" for some models.
4. Power off the TV while in self check mode
5. unplug tv then plug it back in
6. turn on TV and test the HDMI
In most cases your power supply has gone south. You can likely get a power supply repair kit from www.TvRepairKits.com . Its usually a fairly easy DIY fix
Let verify first to narrow down to where the problem can be. First, make sure the MUTE function is not activated, then check the on screen sound set up menu to make sure the speakers are not set to OFF. If the setting is OK, then attach the powered PC speakers to the Audio Line out RCA jacks (Red and White) to see if you can get the sound there, if you do, then the problem can be in the power amp circuits, if you do not get the sound at RCA jacks, then the problem can be in the sound processor circuit. Return it to your place of purchase and get something else anything else you wouldn't believe how many people are having Issues with the LT series get rid of it.
Fault to the main power supply regulator section. Either it will be a separate board, or the part of main board. Check and replace damaged component/s at its main power regulator [SMPS] section circuit. Contact any service technician. If you wish to get some details; check the site linked here. Surf the site with patience. Pull up older posts.

It will be best to replace the power supply regulator board as card basis rather than making "Surgery" to it; which usually will make loss for both money and time. Even though you can make it right, it will cost around an amount equal to the cost of a new board; including the cost of (spare parts + service charge)
As a first step , if it is controlled via the remote, check that the remote batteries are good and that it is functioning ok. Does the tv show anything att all? If it does come on but shows nothing then it might be that the source selection is on the wrong kind of source, you can find on the remote whether this is so by going to the source menu which should probably be on digital. (I am assuming that you only have digital broadcasts where you are.
If there is no picture whatsoever ubplug the set and check whether the internal fuse(s) are ok.)
