First shut down the pc and then plug in new monitor then boot up and see if windows 7 will auto find the monitor.

is this a single display or are you using 2 monitors, i had 2 monitors and used the other to change the display on mine when i had this problem i am also using windows 7 and reboot usually fixes display problems because it wont see old monitor any more and detect the new one.

also update any video drivers you have like nvidia or ati(catalyst controll center)

Are you using the correct cord (HDMI, VGA, etc.)?

I have a smaller sized Gateway monitor than yours, but I'm sure the monitor buttons (on the front) perform the same functions on all sizes.You should have eight control buttons on the front of the bezel (as listed from left to right): source, menu, down arrow, up arrow, left arrow, right arrow, auto/set, and on/off buttons.Press the menu button, the first dialog screen that appears (at least on mine) is the brightness/contrast function. The screen will show the function to be changed, and a very small picture of what screen you have in view.Once the first function is listed on the screen, press the down arrow to access the other screens (color, tracking and set-up), each having their own little picture indicating what screen you are looking at.Brightness/contrast - picture of half light, half dark circlecolor - RGB picturetracking - two squares on top on one another slightly off centerset-up- hand pointing leftYou want the set-up screen which shows a picture (I think) of a little hand pointing to the left. Once you are in the set-up screen, press the auto/set button and the first line will be highlighted (usually it is the language choice).Once highlighted, press the right arrow button until your language name appears (i.e., English, Duetsch, Francais, Espanol Italiano, -there is no choice on mine for Japanese, etc.).Press the menu button again and that should do it.

Rotation is depended on the graphic card installed. There should be an additional item in the control panel of the computer for you graphic interface. Select it and rotation should be available there, if it's an option of the graphics card.

So you can see at least two bad caps, then you need to replace them, there should be a set of caps for the 5v power supply for the logic circuits and the set of caps for the16~18 vdc power supply for the backlights inverter circuits.

If your LCD monitor is an HD2200 series LCD monitor, then "generic PNP monitor" is it.
You can confirm by spending some time at the Gateway support site:

Solution for many "jittery" or "shaky" or "shivering" monitor problems...

Be sure there are no power AC cords in direct contact with or very close to the monitor cable anywhere along its entire length. If no help, be sure the monitor and monitor cable are not very close to a wall that may have an AC power lines running in it. Also, be sure that you are using a "grounded" (3 prong) power cord, that is is not plugged into a "2 prong" adapter that eliminates the ground ("earth") prong, and be sure that your power circuit that you are plugged in to is properly grounded.

LCD monitor does not need driver but driver need for graphic chip set of your computer . For that you need to install graphic driver for your computer 's motherboard. You can download graphic driver from your computer manufecturer web sites.If it is assembeled computer then find your computer's motherboard info then you can download driver for your motherboard.
