The latch is shot I would replace both top and bottom. Most of the time all you need is a needle nose plier to perform the task. There are some good tutorials online that walk you through the steps. The actual latches a fairly inexpensive and you should be able to find them from a supply store that specifies in home appliance repair.

The "F25" error code means the control board senses the inlet thermistor shorted. Please elaborate "power button sticks" is it some button/knob and how did this start and which part is it from this diagram....please post back for further assistance.

make sure the door is closed all the way and make sure the child lock is not on. if so it will stop you from turning it on.

Never 'hit' the Start Button, always press it gently. It is part of the main control board. Whirlpool dryers can be reset by disconnecting the power from the wall socket overnight. Apart from that, you would need to disassemble it and check the Thermal Cut Out, the Thermal Fuse and the Thermostat with a digital multimeter.
