I started my lawn boy
This is the exhaust port. If you over primed it before starting, it will smoke and smell like burning oil.
I have the same one and I've done that before.

Lawnboy 6.5 idles up and down and low power
Try a new spark plug and then clean the
carb jets very carefully. Remove the jets
and blow out all the carb passageways.
The jets being plugged cause a lean fuel
mixture which causes the surging.
Last resort is check compression and do a
engine rebuild with new crankshaft seals.

How do I remove and clean air filter?
There should be a square of plastic on the side of the engine which is opposite of the muffler. It has a small hex head with a slot cut in it. Remove this plastic cover and the air cleaner should be inside of it.

Will not start
I had bought (used) the same mower, and had the same problem.
What it turned out to be was a safety switch (that won't allow fire to the plug unless either the catch bag or the mulch plug is installed), wasn't working!
BUT...mine wouldn't get fire even if the bag/plug was installed!
On the same side as the carb is on, there should be a wire bundle (running underneath the carb) covered by a corrugated plastic wire covering, AND a single wire with a connector right about even with the carb.
This single wire is for the safety switch.
CAREFULLY unplug the connector, separating the single wire, and try starting the mower.
If it starts (or you NOW have fire to the spark plug), the problem is the switch.
While the switch could be bad, it might also be dirty.
When I removed the plastic cover over the switch, the area was covered with dried out grass clippings.
I used a 3" paint brush and a can of compressed air (like one uses to clean a computer), and cleaned it all out.
When I reconnected the switch wire, it worked as it should.
If the switch IS bad, you can just leave the wire disconnected and run it that way, BUT the safety feature (bag/plug must be in place) won't work.

Carb flooding gas
Where is the fuel coming from? If it is coming from the button of the carb, you may have a bad gasket around the nut that holds the bowl on the carb. If it is coming out from the top of the bowl, you may have a bad gasket ring that goes around the perimeter of the bowl. In addition, if the needle is not positioned correctly in the seat, you may not be closing off fuel. If the needle gets stuck in the down position, your carb will continuously get fuel, and the float will not shut off the flow. Have you tried to take the carb off, or at least remove the bowl to inspect things?

Lawnmower engine idling to low
First, follow your throttle cable down to the carb. Locate the clamp that holds the housing in place and loosen it just enough to move the cable. Start the mower and adjust the idle by the screw that touches the same plate that your cable hooks to. Then push the throttle control to idle and retighten the cable clamp.
