Would say the tank is not problem, believe this model may have a check valve In cap, would replace or repair cap and check lines for holes. Maybe this drawing will help.

If it has not run for 20 years then I would suggest you need to install a new spark plug. Depending what was done when put in storage the carb could need cleaning . It probably needs a tune up and will cost you as much as a new one to get that done. If you have to take it to a small engine shop the labour will be high.

Turn H and L adjustment screws all way closed to right counting turns in and writing down. Now turn both 1 1/2 turns out, try to start if starts give full throttle and adj. the H to max speed now adjust L so that it will idle and not hesitate when going from idle to full throttle.

Gap should be .010

possibly but if there is a big period difference between the manufacture of the 2 units then probably not the engine size is only in the bore but the manufacturer may have change the mounting for the coils best id to check witha parts shop

I would check and see if the gas was left in the blower while stored if so dump it use fresh gas if it still won't start clean the carburator.

no the problem is in the carby and the pump and float diaphragms need replacing

check and see if there is a hole on the end of the shaft at the head if it does insert a small screwdriver into the hole and twist the head counterclockwise hope i helped

Would start and get the pressure up, if it seems sufficient would leave alone if not would screw clockwise (believe this would increase press) until you think it is sufficient, always remember to hold pressure switch on wand in when starting as this helps relieve work on engine.
