Just select the URC4021 from the drop down list, select the component and the brand and hit submit and it will give you the codes. Once you are on the page that shows you the codes on the right hand side of the codes will be a download button. This will give you the user manual in a PDF file. as it a learning feature if so perhaps it could learn from the original controller. i have had universal controllers in the past that are rubbish and certain makes/models can't be controlled...

just right click and save as on the download links.

if this does not work you can try the search method,
you do this by either holding down the device button eg: TV or if you have one the "magic" button for three seconds, a light should then flash twice to say you have done this correctly.
then press the keys 991 then the power button.
you must now press the channel up key (ch+) possibly upto 150 times while the remote cycles through every code.
Once your tv or device switches off stop pressing the ch+ key and press the power button to make sure it switches back on,
(if you press ch+ too many times you can go back by pressing ch-)
When complete press the magic or device key again to save the settings (light should flash twice to confirm)

On your Tune In remote, press TV and release.
Press and hold Set until the green light on Tune In blinks once, pauses and then blinks twice. Now release the Set key.
Enter the first three-digit TV code for your Symphonic from the list which follows:
171, 179, 180
These codes are listed in order of popularity, and the green light will blink twice if you perform this procedure correctly.
Aim Tune In at your TV and press Power. Your TV should turn off. If it does not, repeat steps 2-5, trying each code listed in step 4 until you find the one that operates your TV.
Now Test Your TV
Why test? Many times more than one code appears to work. Testing is desirable to be sure you have the correct code for your TV or the other devices you are setting up.

Press the Power key to turn on the TV, then press mute, channel scan ("CH") and volume ("VOL") keys. Tune channels 7 and 11 by entering the number followed by the Enter key.
If your TV does not pass the test, return to Step 2 at the top of this page. Enter the next three-digit code and repeat the process.

You will have to put a code number in to the remote so that it will communicate with your TV. You should have a list of the codes with the instruction book. Look for the model of TV you have & follow the instructions to enter the relative code number into the remote. Without knowing the make & model of your TV then it is difficult to advise further details.
