The URC-3021 remote is pre-programmed with only one code for Sony TVs:

0000

Please note that not all universal remotes work with all TVs. If your TV is newer than your remote, this code may only control basic functions or may not work at all. If the above code doesn't work, you can also try the code search feature. If you need any further assistance, please post back here.

Actually your in the "free section" so no charge.

The problem with universal remotes is they are very manufacture specific.
There is no global/international standard on the programming codes.
If it's "dead" you'll first need to replace the batteries.
Flip it over, there should be a lid/cover that you can slip open with a finger press.
They will typically take from two to four AA or AAA batteries.

But then you might not be able to put the cable on this remote anyhow as they are specialized.
And usually the cable control has a universal remote for TV, DVD, etc., so you might just want to put your devices on it instead.
At any rate, if you ask, you friendly cable guy should help you program in the codes at probably no charge.
